Uganda is hosting the first-ever African Chiefs of Defence Forces Conference on Military Operations Other Than War (MOOTW) in Kampala, bringing together defence experts from more than 18 countries, AU bodies and peace support missions.
Opening the conference, UPDF Chief of Joint Staff Lt Gen Jack Bakasumba said Africaโs security landscape is evolving, with terrorism, organised crime, cyber warfare, health emergencies and climate-related crises requiring stronger and coordinated military responses.
He called for enhanced regional cooperation, standardised procedures, better information sharing, joint communications, early-warning systems, specialised training and rapidly deployable capabilities to strengthen Africa-led responses to emerging threats.
The conference aims to turn policy discussions into practical mechanisms while deepening defence cooperation, partnerships and diplomacy across Africa.
