Cabinet has approved the use of the National Identification Number (NIN) as the Tax Identification Number (TIN) for taxpayers, a move aimed at creating a single taxpayer identity, improving tax compliance, reducing revenue leakage and strengthening government data integration.

The decision was made during the ninth Cabinet meeting held on August 31, 2026, at State House Entebbe. ICT and National Guidance Minister Justine Kasule Lumumba said the reform will replace the separate tax registration system, improve the accuracy of taxpayer records and enhance the Government’s ability to identify and trace taxpayers, including visibility into worldwide income.

Cabinet also approved an emergency agricultural response for drought-affected communities in Karamoja and neighbouring districts, where prolonged dry conditions have caused near-total crop failure and increased reliance on humanitarian assistance. Drought-tolerant and early-maturing varieties of millet, sorghum, cow peas and sweet potatoes developed by NaSARRI will be distributed, while communities in more arid areas will later receive goats. The intervention will be funded through emergency resources under the Ministry for Karamoja Affairs.

In addition, Cabinet approved the National Water Policy 2026, aimed at strengthening water resource management, improving access to clean water and sanitation, preventing pollution and promoting sustainable use of water resources across the country
