President Yoweri Kaguta Museveni has commissioned military facilities, equipment and training infrastructure at Kalama, Entebbe, Kalangalo and Magamaga under Ugandaโs defence cooperation with Russia, aimed at strengthening the countryโs defence capabilities and technical capacity.
In a statement shared on his X account on October 22, 2026, President Museveni thanked Russian President Vladimir Putin and the Russian people for their support, highlighting the importance of developing Ugandaโs capacity to maintain, repair and eventually manufacture military equipment locally.
A key highlight of the commissioning was the $53 million mechanised major repair facility at Magamaga Cantonment in Jinja District, donated by the Russian government. The facility is expected to strengthen the Uganda Peopleโs Defence Forces (UPDF) capacity to maintain and repair military equipment.
At the Mechanised Warfare College in Kalama, Mubende District, the President commissioned a digital multimedia training classroom for crews operating BRDM-2MS armoured reconnaissance vehicles.
In Entebbe, he commissioned marine security infrastructure and equipment, including surveillance radar, eight boats, a floating dock, marine workshops, specialised vehicles, firefighting equipment and training facilities. At the 154 Marine Battalion School in Kalangalo, the President emphasised the importance of modern technology in strengthening military operations.
Museveni urged the military to embrace science and technology, particularly artificial intelligence (AI) and automation, to improve operational efficiency and strengthen Ugandaโs defence capabilities.
He stressed that Ugandaโs cooperation with Russia should go beyond acquiring military equipment to building local technical expertise and manufacturing capacity.
The Presidentโs remarks underscore the governmentโs focus on technology transfer, skills development and self-reliance in defence production as key elements of national sovereignty.
He said the partnership should help Uganda build local capacity, protect its sovereignty and strengthen its ability to defend the country.
The commissioning activities, conducted on October 21 and 22, 2026, highlighted the continued defence cooperation between Uganda and Russia in military training, marine security, equipment maintenance and technological advancement.
