The Uganda Revenue Authority (URA) is set to strengthen the use of digital technology and data sharing as part of a broader strategy to expand the countryโ€™s tax base and increase domestic revenue collection.

The plans were presented during a meeting between State Minister for General Duties Cissy Mulondo and a URA delegation led by Commissioner for Executive Office Operations Abel Kagumire. The discussions focused on measures aimed at improving tax administration, enhancing compliance, and sealing revenue leakages.

According to URA, the strategy will place greater emphasis on digital systems, enforcement, data-driven compliance, and taxpayer engagement to improve revenue performance. Kagumire noted that increasing domestic revenue is essential for financing Ugandaโ€™s development priorities while reducing dependence on external funding.

A key component of the initiative is the continued use of digital platforms that simplify tax processes, enabling taxpayers to register, file returns, make payments, and fulfill other tax obligations more efficiently.

Among the systems being promoted is the Electronic Fiscal Receipting and Invoicing Solution (EFRIS), which electronically records business transactions. URA says the platform enhances transparency and provides critical information needed to strengthen tax compliance and enforcement.

The authority is also seeking stronger collaboration among government institutions through enhanced data sharing. Agencies such as the Uganda Registration Services Bureau (URSB) and local governments are expected to play a central role in helping identify businesses and individuals operating outside the tax system or failing to meet their tax obligations.

URA believes that improved information sharing will make it easier to detect non-compliant taxpayers, broaden the tax base, and reduce the burden on individuals and businesses that already comply with tax laws.
