The Government has launched the Updated National Information Security Framework (NISF) 2026 to strengthen cybersecurity and build a secure, resilient, and trusted digital ecosystem.
The framework was unveiled by the Minister of ICT and National Guidance, Justine Kasule Lumumba, during an event organised by NITA-U under the Uganda Digital Acceleration ProjectโGovernment Network (UDAP-GovNet) in Kampala.
Lumumba said information security is now a national priority, stressing that protecting government systems and citizens’ data is essential as public services increasingly move online. She urged Ministries, Departments and Agencies (MDAs), as well as private sector operators managing critical infrastructure, to implement the framework, conduct regular cybersecurity assessments, and strengthen resilience against emerging cyber threats.
NITA-U Executive Director Dr. Hatwib Mugasa described the updated framework as a practical guide aligned with international best practices, designed to help institutions improve cybersecurity governance, assess risks, and implement minimum security controls. He emphasized that the focus now is on moving from cybersecurity awareness to full implementation.
The NISF 2026 introduces stronger governance measures, cybersecurity assessment tools, and baseline security standards aimed at protecting Uganda’s critical information infrastructure, enhancing institutional resilience, and increasing public confidence in digital government services.
